BOC (NYSE: BOX), a leading supplier of hydrogen and other gases to the global refining industry, has signed a letter of intent to supply hydrogen to The Premcor Refining Group Inc., (NYSE: PCO)'s oil refinery in Lima, Ohio.

BOC is investing approximately $40 million in equipment and pipelines in order to supply hydrogen to Premcor's 170,000 barrel-per-day refinery and to other Lima area customers. BOC expects to begin construction on the plant in the second quarter of 2005 and to start supplying hydrogen in the second quarter of 2006. BOC's partner for the project is Linde BOC Process Plants of Tulsa, Oklahoma.

Alan Iantosca, global vice president, BOC Process Systems, says, "BOC will provide Premcor with a highly reliable and cost-effective source of hydrogen to enable the refinery to meet their production requirements for cleaner burning, ultra-low sulphur gasoline and diesel fuels. These fuels will meet or exceed the standard set by the U.S. Environmental Protection Agency's Tier 2 clean fuels regulation."

"BOC has been working with Premcor for over a year to develop the most efficient hydrogen supply option for the refinery and the region. We are dedicated to investing in projects like these and in others around the world that promote the development of the cleaner burning, hydrogen-rich fuels of the future and that make best use of our natural resources," Iantosca said.

Trevor Burt, president, BOC Process Gas Solutions, Americas, said, "BOC is excited to expand its existing infrastructure in the Lima area and is pleased to build on its already significant presence in Ohio and the U.S. Midwestern States. This initiative brings BOC's total investments in the North American oil and gas industry to more than US$350 million over the last 18 months."

In early March, BOC began construction on a $100 million hydrogen and utilities complex to supply BP and Sunoco oil refineries in Toledo, Ohio. That plant, which will supply over 120 million standard cubic feet a day to customers, is expected to be completed in the fourth quarter of 2005.

The Premcor Refining Group, Inc., an indirect wholly owned subsidiary of Premcor Inc., is one of the largest independent petroleum refiners and marketers of unbranded transportation fuels and heating oil in the United States.
