In May 2013, with the consent of the State Council, the National Development and Reform Commission issued an official document to CNOOC and the Guangdong Provincial Development and Reform Commission, agreeing to build the integration project phase 2 in CNOOC Huizhou refinery by relying on the existing infrastructure of CNOOC Petrochemicals Co., Ltd. Carried out by CNOOC Petrochemicals Co., Ltd. and located at Guangdong Huizhou Daya Bay Economic and Technological Development Zone, the project is to produce 10mt/a refinery, 1mt/a ethylene and associated utilities.
