In the morning on June 29, 2006, Fu Chengyu, president of CNOOC, Jiang Jie, member of the Standing Committee of Qingdao Committee of the CPC and secretary of the Working Committee of the Development Area (Huangdao Area Committee) and director of the Administrative Commission jointly started the construction of the project by pressing the button of the digit-control cutting machine. With the successful ignition of the cutting machine, construction of the largest offshore engineering manufacturing foundation - the first project of offshore oil engineering project in Qingdao fabrication yard after celebration of the start - Nanhai FPSO Modules was under way on land.

Construction of Nanhai FPSO Modules mainly include detailed design, construction, transportation, installation and hooking up and commissioning of 18 modules of 2 floating devices for oil storage and unloading with a capacity of 100 thousand tons for Xijiang and Wenchang. According to plan, the construction will be completed for shipment by the end of 2007. Afterwards, more than 10 other projects including BZ341, JZ9-3, etc. will start in Qingdao fabrication yard. It will gain a ability for processing over 50,000 tons of structure steel by the end of the year to show its primary great manufacturing strength.
