Foster Wheeler Ltd. (Nasdaq: FWLT) announced today that its UK subsidiary Foster Wheeler Energy Limited, part of its Global Engineering and Construction Group, has been awarded a contract by OJSC “Oil Company Alliance” (Alliance) to provide management and engineering services for a hydroprocessing project at the Khabarovsk refinery in eastern Russia. The Foster Wheeler contract value, which was included in the company's fourth-quarter 2005 bookings, was not disclosed.

The project comprises management and engineering services for a major expansion to the existing refinery at Khabarovsk to increase plant capacity, improve performance and address international and Russian requirements to reduce the sulfur content of kerosene and diesel products. Foster Wheeler will consolidate five licensed process design packages, including the Foster Wheeler-designed hydrogen production facility, and front-end engineering designs carried out by other companies, into an invitation to bid package suitable for international engineering, procurement and construction (EPC) contractor bidding. Foster Wheeler will also carry out the EPC technical bid evaluation and support Alliance in selecting the EPC contractor.

“The award of this contract further extends our relationship with Alliance,” said Steve Davies, chairman and chief executive officer of Foster Wheeler Energy Limited. “We have already provided Alliance with the basic design package for the hydrogen production facility at the Khabarovsk refinery and have worked closely with the other licensors during the early phase of the project. With our track record of successful projects in Russia, our in-depth refining expertise and our detailed knowledge of this project, we look forward to assisting Alliance in meeting its investment objectives.”

“Alliance is pleased to have Foster Wheeler, a company of international reputation and extensive project execution experience, build on its early work on the project and assist us in moving the project into full implementation,” commented Arsen Idrissov, president of OJSC “Oil Company Alliance.”
