On March 10, the commencement ceremony of N'Djamena Refinery's installation work was held in Chad. CNPC Vice President Wang Dongjin and the President of Societe des Hydrocarbures du Tchad (SHT)were present and cut the ribbon at the ceremony.

In September, 2007, China and Chad signed an agreement on building a joint venture refinery in Chad's N'Djamena. The 1Mt/a refinery is composed of refining units, a self-service power plant, a product oil marketing center and a staff camp, covering an area of 25 square kilometers. Equipped with production units such as atmospheric distillation, HOC (heavy oil catalysis), catalytic reforming (CR), hydrofining, gas fractionation, polypropylene and product purification as well as public utilities, the refinery will mainly process the crude from Block H operated by CNPC International (Chad) Ltd and will produce gasoline, diesel, kerosene, polypropylene, liquefied gas and fuel oil, etc. Besides satisfying the need of the refinery, the self-service power plant will also supply electricity to N'Djamena, the capital city of Chad.
