National Energy Board receives capacity expansion application from Enbridge Pipelines

The National Energy Board (NEB) received an application on Wednesday 17 January from Enbridge Pipelines (Westspur) Inc. for the Alida to Cromer Capacity Expansion (ACCE) Project. The project is part of the Saskatchewan Oil Pipeline System

The ACCE Project will consist of the construction of a 60 kilometre, 168.3 millimetre (mm) outside diametre (OD) pipeline to transport natural gas liquids (NGL) from Alida, Saskatchewan to Cromer, Manitoba. Once this new pipeline is commissioned, an existing and adjacent 323.9 mm OD Westspur pipeline from Alida to Cromer will be converted to transport crude oil rather than the NGL it currently transports.

To facilitate the change in service from NGL to crude, Enbridge has also applied for an increase in maximum allowable operating pressure on the existing 323.9 mm OD pipeline, under Section 43 of the Onshore Pipelines Regulations 1999. The estimated capital cost of the ACCE Project is approximately $14 million.

Once a preliminary review of the application is complete, the NEB will decide whether or not a hearing order will be issued.
