NEB Orders Pressure Restriction on Enbridge Line 21

CALGARY - The National Energy Board (NEB, the Board) today issued an order requiring Enbridge to seek the permission of the Board before it can lift a pressure reduction on the Norman Wells to Zama Pipeline (Line 21).

Enbridge voluntarily adopted a 20 per cent pressure reduction on 20 May, 2011, when it resumed service on Line 21 after a crude oil release on the pipeline, about 35 kilometres from the town of Wrigley in the Northwest Territories. Enbridge initially reported that approximately four barrels were released. After investigation they revised that amount to between 700 and 1,500 barrels.

The National Energy Board is actively overseeing the company's response through daily reports, periodic site visits and meeting with the company as well as affected stakeholders, First Nations and communities.

"Our top priority is people safety and the protection of the environment," said NEB Chair and CEO Gaétan Caron.

"We will continue to actively oversee the clean-up and communicate with the communities until we are satisfied that the necessary steps are being taken to operate the facilities in a safe and secure manner. The order that we issued today also requires Enbridge to enhance their communication with the local community."

In addition to the pressure restriction on Line 21, the Board has ordered Enbridge to complete an engineering assessment demonstrating that the line is fit for service at higher pressure, and to provide, for Board approval, a consultation plan with local stakeholders and First Nations groups.
