Another FPSO facility was officially named "FPSO Ruby II" by Madam Lê Thi Lê wife of Dr Dinh La Thang, Chairman, Board of Director, Vietnam Oil & Gas Group at a ceremony held in MMHE on 14 August 2009.

The FPSO Ruby II is the first FPSO to be delivered to Vietnam Offshore Floating Terminal (VOFT), a joint venture company between of Petroleum Technical Services Corporation (PTSC) and MISC. The new FPSO facility shall be leased to Petronas Carigali Vietnam Ltd and will be operating in Block 1 and 2, about 150 km offshore Vietnam.

MMHE is no strangers to FPSO conversions, having successfully completed three FPSO facilities namely the FPSO Perintis, FPSO Bunga Kertas and FPSO Kikeh. However FPSO Ruby II was a new challenge as it is the first full engineering, procurement, construction and commissioning (EPCC) FPSO project entrusted to MMHE.

MMHE was responsible for the engineering, procurement, construction and commissioning of the conversion works of the vessel, creating her storage capacity up to 608,500 barrels. MMHE also undertook the engineering, procurement and construction of the topsides as well as the fabrication and installation of the turret with a total weight of 2,065 tons. To date the FPSO vessel has achieved 2.3 million man-hours without lost-time incidents.

Work on the 100,024 DWT oil tanker was one of the most exciting and challenging projects since the project team has to work on a high-cost environment as well as facing manpower drawback whereby the availability of skilled personnel was very competitive as there were several concurrent FPSO Projects in this region.

The construction of this FPSO provided more than 3000 jobs to more than 40 local subcontractors and 60 vendors, providing them with the exposure to cutting edge technology.

Mr. Le Manhn Chuong, Chairman, Vietnam Offshore Floating Terminal (VOFT) in his speech said that FPSO Ruby II is not merely a product of just two companies. Its significance goes far beyond that in terms of the relationship that has been established between PTSC and MISC, and to a greater extent Petronas and PetroVietnam.

Speaking at the ceremony MD/CEO MMHE Mr. Wan Yusoff Wan Hamat said that the achievement of FPSO Ruby II would not have been possible without the continuous support from valued clients, such as PETROVIETNAM, VOFT, PTSC, MISC and PETRONAS. He also thanked VOFT for all the advice, guidance and cooperation accorded to MMHE during the execution of this project and hoped that the business partnership between VOFT, PTSC, MISC and Petronas Carigali with MMHE will continue to develop and generate more business opportunities.

Also present to witness the momentous occasion were His Excellency Ambassador of the Republic of Vietnam to Malaysia Mr Hoang Trong Lap and wife Madam Phan Thi Kim Thanh, Mr. Ramlan Abdul Malek, Vice President, Exploration& Production PETRONAS; Mr. Amir Hamzah Azizan, President/CEO MISC Berhad; Mr Nguyen Hung Dung, President/ CEO, Petroleum Technical Services Corporation (PTSC) and Mr Le Manh Cuong, Chairman, Vietnam Offshore Floating Terminal (VOFT) and Senior Members of PETROVIETNAM, PTSC, VOFT, PETRONAS Carigali and PETRONAS Carigali Vietnam Ltd.
