The first phase of TANEKO refinery and petrochemical plants Complex in Nizhnekamsk (NPiNHZ Complex) has become a full-fledged player of the crude oil refining industry branch in Russia: TANEKO refinery was granted a license by Rostechnadzor for operation of explosion-hazardous production facilities on December 2, 2011.

A few days earlier the NPiNHZ Complex was included in the number of operating refineries in Russia. According to executive order No. 28-p of the Ministry of Energy of the Russian Federation of November 29, 2011 an amendment was introduced into the registry of designed, constructed and commissioned refineries in the Russian Federation in terms of the information about OAO TANEKO refinery: in the column "refinery status" the words "under construction" were replaced by the words "put into operation".

President of the Republic of Tatarstan congratulated the management and staff of OAO TATNEFT, OAO TANEKO and the contractors with completion of the first phase of the NPiNHZ Complex construction and with the commissioning of the TANEKO refinery. "An important event has occurred in the history of modern Russia, in fact, a new refinery has been built - emphasized Rustam Minnikhanov. - We have done a great job together."

The construction of TANEKO refineries and petrochemical plants Complex in Nizhnekamsk is a large scale project of TATNEFT Company in the sector of petrochemical and oil refining industry, which is being implemented in the Russian Federation "from scratch". The refinery throughput capacity is 7 million tons of crude oil per year.

The key objectives of the NPiNHZ Complex include crude oil refining at the place of its production, substitution of oil exports for high-quality oil products exports, as well as import substitution of petrochemical products. The increase in hydrocarbon raw materials processing volumes will provide a high added value for the Republic and additional revenues to the republican and federal budgets.

One of the main priorities of the NPiNHZ Complex is its environmental orientation. Contemplated design solutions, as well as application of the world's proven technologies and equipment allow minimizing the impact on the environment. There is also a multi-stage system of continuous environmental monitoring provided.

On December 1, 2011, President of the Republic got familiarized with the progress of works being performed at the second stage of comprehensive testing of the starting complex 1A1 and subsequent stages under construction. Rustam Minnikhanov expressed satisfaction over the current situation noting that the construction completion of the hydrocracking complex with production of lubricating oils in the first half of 2013 will allow future significant improving of crude oil refining efficiency at the TANECO Complex. This will be achieved through production of Euro 4 and Euro 5 diesel fuel and production of high-quality motor oils at the already built plant of synthetic oils.
