On September 24-26, 2012 in Aktau there will be held «Investment Forum: Establishment of new production facilities in the Western Kazakhstan», organized by JSC NC "KazMunayGas" (hereafter – KMG) in conjunctions with the Akimats of Atyrau, Mangistau and West Kazakhstan Provinces.

About 500 delegates from 35 countries of the world will take part in the Forum. It is also expected the participation and speech making of the Heads of Administrations of the Western Kazakhstan regions, representatives of the Ministries and Departments concerned, management of oil and gas corporations, foreign and domestic companies, investors, bankers.

The objective of the Forum is to encourage the numerous foreign companies to invest into the establishment of new production facilities and new working positions in the western regions of Kazakhstan.

Within the frame of the Forum there will be signed a number of documents, memorandums and agreements, providing the basis for creation of new production facilities and new working positions in the western regions of Kazakhstan, as follows:

Memorandum of mutual understanding between KMG, Akimat of Mangistau region and “Castle Oil&Gas Fields Services LLC” Company (Italy);
Agreement between KMG, Samruk-Kazyna Invest LLP, Akimat of Mangistau region and “Vallourec&Mannesmann Tubes” Company (France, Germany) (hereafter – VMT)
Memorandum of mutual understanding between KMG and DKG-East Company (Hungary);
Memorandum of mutual understanding between KMG and China National Petroleum Corporation (People's Republic of China)
Memorandum of mutual understanding between Akimat of Mangistau region and Active Solar GmbH Co. (Austria)
Memorandum of mutual understanding between Akimat of Mangistau region and Altyn KDT LLP.
Memorandum of mutual understanding between KMG and Castle Oil&Gas Fields Services LLC

Within the frame of this Memorandum, KMG and Castle Oil&Gas Fields Services LLC decided to unite their efforts in project research works to create an industrial park in Zhanaozen.

Castle Oil&Gas Field Services LLC is now implementing the project «Aksai Industrial Park» in West Kazakhstan region. This is a technology center for foreign investments in Kazakhstan, development of own production and new technology transfer.

The creation of the Park in Zhanaozen will provide necessary conditions for operation of new production facilities within the area, including small and medium sized enterprises.

It is planned to bring the Industrial Park into operation and create more than 150 new working positions for Zhanaozen citizens.

Agreement between KMG, Akimat of Mangistau region, Samruk-Kazyna Invest LLP and Vallourec&Mannesmann Tubes Company

JSC NC "KazMunayGas", JSC Samruk-Kazyna Invest and Vallourec signed the Agreement of Intention on plant construction for premium connections for oil-country tubular goods manufacturing. This investment decision will allow the Republic of Kazakhstan to reduce its dependence on hi-tech products import. The plant, located in a Free Economic Zone "Sea Port Aktau", will promote economic and technological development of the region and ensure the local content increase in premium connections for large sea and oil&gas projects to be implemented in the Republic of Kazakhstan.

The enterprise will use the technologies of Vallourec, which is one of the leading global manufacturers of seamless steel pipes. VAM ® premium connections are recognized throughout the world as the top connecting elements for the work under the most extreme conditions.

At a full plant capacity of 35000 tons of tubes there will be created about 80 working positions. The capacity of the plant will be defined relying on oil and gas fields’ development in the Republic of Kazakhstan.

Memorandum of mutual understanding between KMG and DKG-East

DKG-East Company is one of the leading producers of oil and gas equipment in Hungary and intends to establish the enterprise for oil and gas equipment manufacturing in the Republic of Kazakhstan.

Under this Memorandum KMG will provide necessary assistance within a frame of its competence for successful implementation of the project.

In a new enterprise it is planned to start the production of tank equipment, different types of filters, separators, shell & tube heat exchangers of "liquid-liquid", "liquid-gas", "gas-gas" types, processing units for oil and gas, pig launcher-receiver equipment for pipeline cleaning.

The planned capital expenditure will be about 15-20 million dollars preliminary. At a full plant capacity there will be working about 130-150 people.

Memorandum of mutual understanding between KMG and China National Petroleum Corporation

In one of the western region of the Republic of Kazakhstan CNPC intends to establish an enterprise and start the production of different types of oil and gas equipment demanded by the oil and gas companies with employment of a number of Kazakhstan’s specialists.

KMG within the frame of its competence is going to render necessary assistance to CNPC to start the production in the territory of the Republic of Kazakhstan.

The enterprise is expected to be specialized on the production of hi-tech oil and gas equipment used for longwall mining.

Currently the project cost estimates are carried out.

Memorandum of mutual understanding between Akimat of Mangistau region and Active Solar GmbH Co. (Austria)

On implementation of the Solar Modules Production Project. Within the frame of the Project, it is supposed to design, erect and start the production of manufacturing line with capacity of 100 MW per year in a special economic zone "Sea Port Aktau" using the innovative technology.

The implementation of the Project will lay the foundation for further long-term cooperation between the Parties in the field of innovative technologies and infrastructure projects development in the sphere of solar power.

Memorandum of mutual understanding between Akimat of Mangistau region and Altyn KDT LLP

Altyn KDT LLP intends to construct a plant in Mangistau region of the Republic of Kazakhstan, designed for recycling of bituminous materials of Beke filed. The planned capacity of the plant is 2 500 000 tons per year, the number of Kazakhstan’s experts will be employed for operation of the plant.

The Akimat of Mangistau region will render necessary assistance to Altyn KDT LLP within the frame of its competence in accordance with the established procedure to start the production in the territory of the Republic of Kazakhstan.

In the plant there will be applied innovative technologies of the leading global manufactures. It is planned to create new working positions for the citizens of Zhanaozen and the settlement Shetpe in amount of 150 people.
