The ministry of oil signed a contract with the consortium of four Korean companies to build the Karbala refinery with a cost of more than six billion dollars with 140 thousand barrels/ day of production capacity.

The signature ceremony was attended By Mr. Noori Al- Maliki, the prime minister of Iraq and Mr. Hussain Al-Shahristani, the deputy prime minister for energy and Mr. Abdulkareem Liaybi the minister of oil,

Mr. Noori Al-Maliki put the corner stone for the refinery, during the ceremony and said in his speech "we was late in the building of the refinery, which is not our desire, or because of a slowing down from the government or the ministry of oil, but it is a consequence of the circumstances that faced the country like the heritance of the previous Baath regime policies of sabotage"

Mr. Noori Al-Maliki said that the oil production is increasing continuously until we make Iraq the first or second oil producer which means raising the budget outcome which will be translated as significant projects like the project of Karbala refinery.

Mr. Hussain Al-Shahristani said in his speech that, "the energy sector has the bigger role in the reconstruction of Karbala governorate. while many plans was put in different fields, and we are today putting the corner stone to build the refinery which is considered as the newest and most developed in Iraq which has a production power that can meet the needs of the governorate and the other Middle Euphrates areas. He said also that this area will be the greatest industrial area in Iraq for the next 5 or 10 years.

Mr. Abdulkareem Liaybi ensured that this refinery is an integrated refinery as well as it is considered as the biggest in Iraq technically, economically and according to project value. while it is technically the first time to build such refinery that supply products with international standards, like the 90 & 95 octane Gasoline. In addition to the gasoil that have low Sulfur content less than one tenth of a million. He said also "we can say that this refinery is a big one that contains more than 20 units to refine the products, raise their quantities and qualifying them"

Mrs. Nehad A. Musa, the director general of the state company of oil projects in the ministry of oil (SCOP), said that this project will contribute in processing and refining 140 thousand barrels/ day of crude oil to produce the oil derivatives with high international quality standards to meet the increasing needs of the local market, and all the products meet the safety conditions and environment preservation because the refinery depends the developed technologies in all the producing units of the refinery.

Mr. Assim Jihad the spokesman of the oil ministry said that the refinery produces 16.5 million liters / day of Gasoline (improved & super), LPG, Gasoil, Jet fuel, Kerosene, Fuel gas, Hard sulfur and Paving asphalt for industrial uses, with quantities and specifications which means that the production of one year can cover the project cost.

Mr. Jihad said also that, the ministry is keen to complete its other projects during the next months which will convert Iraq from importer country to exporter of oil products, which comes within the strategy of the ministry to increase the export powers to reach more than 1.5 million barrels, and said also that, the ministry is studying the capability to participate in refineries outside Iraq to ensure the conduct of Iraqi oil.

Mr. Akeel Al-Turayhi, the governor of Karbala thanked the Prime Minister, the deputy prime minister, the minister of oil and each one contributed in succeeding this project and helped to contract with those companies.

And shown that Karbala holy governorate deserves all the concern because it is the city of the master of martyrs which millions of visitors visit it each year.

The Korean ambassador in Iraq Mr. Kim S. Myong said that, the Iraqi choice for the Korean companies is the result of strong relations between the two countries in-spite of the geographic distance, Noting that the size of commercial exchange between Iraq & Korea has reached many times more than its size during the last years and the Korean outcome of the oil projects has reached about 12 billion dollars in Iraq.
