On September 21, the foundation-laying ceremony of the China-Russia joint venture 13Mt/a refinery was held at Tianjin's Binhai New Area. The State Council vice Premier Wang Qishan and Russia vice Premier Igor Sechin delivered speeches at the ceremony respectively and laid the foundation for the project.

With a total investment of RMB 30 billion, the Tianjin refinery consists of 18 sets of process units, including a 13Mt/a atmospheric-vacuum distillation unit, a 2.7 Mt/a continuous catalystic reforming unit and a 4Mt/a residue hydrodesulfurization unit, as well as a dock, an oil-tank farm and utilities. The overall project was designed in an integrated way to process crude oil imported from Russia. The refinery is expected to produce 10.5 million tons of refined products per annum once being operational. All the produced gasoline and diesel will meet Euro Ⅲ standard, with some in compliance with Euro Ⅴ standard. Most of the refined products will be sold in Chinese market.

Before the foundation laying ceremony, CNPC President Jiang Jiemin and Rosneft President Eduard Khudainatov signed an agreement on the feasibility study report of the 13Mt/a joint venture Tianjin refinery.
