As a significant part of China’s Fourfold Oil & Gas Strategy, the Tangshan LNG project groundbreaking ceremony was held at Caofeidian, Tangshan City, on the 23rd of March, 2011.

Vice-president and Party Committee Member of CNPC Mr. Liao Yongyuan announced the opening of the groundbreaking ceremony. Vice Governor of Hebei Province Mr. Zhang Jiehui, and Vice Chairman of Beijing CPPCC Mr. Xiong Daxin attended the ceremony and delivered speeches. The President of HQCEC, Mr. Wang Shihong, made a speech during the ceremony on behalf of the general contractor.

CNPC leaders gave high praise to HQCEC for its achievements on the CNPC Jiangsu LNG terminal project, Dalian LNG terminal project, Tangshan LNG terminal project, Ansai LNG project, and related technical innovation. They fully recognized the world-class HSE management system introduced by the Tangshan LNG project team. In order to speed up the establishment of the CNPC LNG Self-owned Technical Standard System, CNPC presented requirements to HQCEC, which covered sub-contractor management and HSE management.
