The inauguration ceremony of a 10Mt/a refining plant at PetroChina Guangxi Petrochemical was held in the Qinzhou city of Guangxi Zhuang Autonomous Region, on September 8, 2010.

This RMB 15.1 billion-cost refining plant was ground broken in November 2007, as approved by China's National Development and Reform Commission in February of that year, and became operational on September 6, 2010, after 33 months of construction and preparation for production. It consists of ten main installations, including a 10Mt/a atmospheric-vacuum distillation unit, a 3.5Mt/a catalytic heavy oil cracking unit, a 2.2Mt/a continuous reforming unit, and a 2.2Mt/a wax oil hydrogenation unit, as well as matching facilities like utilities and a tank farm, a dock, and dedicated railway.

The refining plant will annually supply 8.3 million metric tons of gasoline, diesel, aviation kerosene, and LPG, and 900,000 metric tons of polypropylene, aromatics, benzene, toluene, xylene mixed, and other petrochemical products to southwestern China, where the booming economy is swelling the energy demand.

By employing advanced and environmentally friendly full hydrogenation process, Guangxi Petrochemical produces all its oil products in compliance with the Euro-3 standard and 70% of them in compliance with the Euro-4 standard. In addition to a 3-level prevention and control system against environmental hazards and water pollution, the company has tightened its wastewater discharge standard from State Class 2 to 1, indicating a drop of petroleum pollutants from 10mg/l to 5mg/l, COD from 120mg/l to 60mg/l, and oxynitrides from 50mg/l to 15mg/l in discharged wastewater.

More than 70% of the wastewater can be recycled at Guangxi Petrochemical, thanks to an investment of RMB 50 million for minimal wastewater discharge. The remaining wastewater is collected and discharged through pressurized pipes rather than ducts, which may result in spillage when the drainage is blocked in rain.

According to the budget, Guangxi Petrochemical has invested RMB 1 billion, or 7% of its total investment in the project, in environmental protection.
