Black & Veatch and Chemtex will design and build two new liquefied natural gas (LNG) facilities in Shaanxi Province, PR China. The new facilities feature Black & Veatch’s patented PRICO® process and will be used to provide natural gas for peak shaving and vehicle fuel in the region.

The Black & Veatch-Chemtex team has won five LNG projects in China since the beginning of 2011, and 13 since 2006.

“The PRICO process has become very successful in China because of its simplified operations, lower capital and operating costs and its flexibility in feed gas composition,” said Brian Price, Vice President and LNG Technology Manager for Black & Veatch’s energy business. “The Black & Veatch-Chemtex team has won more than half of all new LNG projects in China since 2006, all of which use the PRICO process.”

The two facilities, located in Jingbian City and Yulin City, Shaanxi Province, will be used to liquefy natural gas for vehicle fuel in the region, off-setting the use of diesel and gasoline. The use of LNG for vehicle fuel provides both environmental and economic benefits. One liter of LNG is comparable to 0.6 liters of diesel in vehicle fuel use.

“Our sustained growth in China is fueled by the success of earlier projects that continue to exceed our client’s expectations,” said Hoe Wai Cheong, Managing Director for Asia and Middle East, India, Europe and Africa regions in Black & Veatch’s global energy business. “China’s natural gas pipeline infrastructure is developing, and the country’s size presents challenges in supplying much-needed clean fuel to local residents and businesses. Black & Veatch-Chemtex LNG facilities enable our clients to quickly move LNG to market.”

Editor’s Notes:

Black & Veatch and Chemtex are providing engineering, procurement and construction services for the Jingbian Xingyuan LNG Project and the Yulin Yuanheng LNG Peak Shaving Project.
The Jingbian Xingyuan LNG Project is located in Jingbian City and owned by Shaanxi Jingbian Xingyuan Industry Ltd. When completed, the facility will have a 1.5 million nominal cubic meters per day capacity.

The Yulin Yuanheng LNG Peak Shaving Project is located in Ma Huangliang Industrial Park in Yulin City. When completed, the facility will also have a 1 million nominal cubic meter per day capacity.

Black & Veatch is an industry pioneer in LNG, involved in LNG facilities since the early 1960s. The company has been involved with a number of LNG facilities worldwide, including 21 operating liquefaction facilities in five different countries with an additional ten projects in development at this time.

PRICO is an innovative process developed by Black & Veatch to liquefy natural gas, making it available for transport via truck or ocean tanker. The process uses a Black & Veatch-patented, single-mixed refrigerant loop for natural gas liquefaction. The process boasts several key advantages , including:

  • The lowest capital costs of all competing technologies.
  • A simplified refrigeration system that requires minimal equipment
  • Simplified control and maintenance

The PRICO process is used in LNG production facilities worldwide because of its flexibility for LNG capacity and in feed gas composition. This flexibility is invaluable for clients because they receive natural gas from multiple sources with varying composition and conditions.

Black & Veatch-Chemtex recently completed the Lanzhou LNG facility in Lanzhou, China.
The Lanzhou facility is the 4th LNG plant to be completed in China by the Black & Veatch – Chemtex team.

LNG production was achieved just 10 days after initial start up operations began at the Lanzhou facility. Similar plants, using other refrigeration processes, can take months – or even up to a year – before full capacity operations are achieved.
