BLM Seeks Comment on Pipeline EA
The Bureau of Land Management North Dakota Field Office is seeking public comments regarding the proposed Bakkenlink pipeline project which will go across North Dakota from Beaver Lodge to Fryburg. The BLM will accept comments on the Environmental Assessment (EA) for a 30-day period which will end on Sept. 15, 2012.

Service Begins at Rangeland Energy's Crude Oil Loading Terminal in North Dakota's Bakken Shale
Rangeland Energy, LLC announced today that the company’s COLT facility is in service in North Dakota’s Bakken Shale. COLT is North Dakota’s largest, open-access crude oil marketing terminal. Strategically located in the heart of the prolific Bakken and Three Forks shale oil producing areas, the COLT terminal provides refiners, marketers and producers with outbound service by unit train and through the COLT Connector, a 21-mile, bidirectional pipeline that links the COLT terminal with multiple existing and planned pipelines at Rangeland’s Dry Fork Terminal near Tioga, N.D., including the Tesoro and Enbridge pipeline systems.

ONEOK Partners to Invest $1.5 Billion to $1.8 Billion to Build Crude-Oil Pipeline from Bakken Shale to Cushing, Okla.
ONEOK Partners, L.P. (NYSE: OKS) today announced plans to invest $1.5 billion to $1.8 billion between now and 2015 to build a 1,300-mile crude-oil pipeline with the capacity to transport 200,000 barrels per day (bpd). The Bakken Crude Express Pipeline will transport light-sweet crude oil from the Bakken Shale in the Williston Basin in North Dakota to the Cushing, Okla., crude-oil market hub.

MDU Resources Group, Inc. (NYSE: MDU) through its wholly owned subsidiary, WBI Holdings, Inc. (WBI) and Calumet Refining, LLC, an entity owned by the existing owners of the general partner of Calumet Specialty Products Partners, L.P. (NASDAQ: CLMT) (“Calumet”) today announced they have signed a nonbinding letter of intent to explore the feasibility of jointly building and operating a 20,000 barrel per day diesel refinery in southwestern North Dakota. The facility would process Bakken crude and market the diesel within the Bakken region.

Aux Sable Announces Construction of NGL Truck Unloading Facility at Palermo Conditioning Plant
Aux Sable Midstream (“ASM”), is pleased to announce plans to construct a Natural Gas Liquid (NGL) truck unloading facility at its Palermo Conditioning Plant (previously known as the Stanley Conditioning Plant). The unloading facility will have an initial capacity of 5,000 barrels per day. The NGL mix will be injected into the Palermo Plant/Prairie Rose Pipeline system for delivery and processing at Aux Sable’s Channahon, Illinois Facility. This new truck unloading facility is anticipated to be operational in April 2012 and can be easily expanded to 10,000 barrels per day.

Tesoro Corporation Announces Plans to Supply Bakken Crude Oil from North Dakota to its Anacortes, Washington Refinery
Tesoro Corporation (NYSE:TSO) today announced its intention to supply crude oil by rail from the prolific Bakken Shale/Williston Basin area in North Dakota to its refinery in Anacortes, WA. The Company currently takes delivery of one to two thousand barrels per day of Bakken crude oil into the Washington refinery. Upon completion of the project, which includes loading and unloading facilities and dedicated rail cars called a unit train, the Company expects to deliver up to 30 thousand barrels per day of Bakken crude oil into the refinery. The high quality, cost advantaged crude oil will allow the Company to decrease dependence on foreign water born feedstocks and declining Alaska North Slope production.
