The Occupational Safety and Health Administration division (OSHA) within the Wyoming Department of Workforce Services (DWS) will cite the Sinclair Wyoming Refining Company with $707,000 in fines for 22 violations found at the company’s Sinclair, Wyoming refinery operation.

Sinclair Wyoming Refining Company to pay $378,000 penalty, address accident prevention and preparedness at Wyoming refinery
The U.S. Environmental Protection Agency today announced a Clean Air Act settlement in which the Sinclair Wyoming Refining Company (Sinclair) has agreed to pay a $378,000 penalty, update process equipment operating procedures, perform required training to workers, improve maintenance of equipment and perform integrity tests on pressure vessels and piping that will reduce the possibility of an accidental release of hazardous chemicals at their refinery in Sinclair, Wyoming.

Sinclair Oil to Pay $3.8 Million Penalty and Install Pollution Controls at Wyoming Refineries to Resolve Violations of 2008 Cons
The U.S. Environmental Protection Agency (EPA) and the U.S. Department of Justice announced a settlement with two subsidiaries of Sinclair Oil Corporation to resolve alleged violations of air pollution limits established in a 2008 consent decree at refineries in Casper and Sinclair, Wyo. Sinclair Casper Refining Co. and Sinclair Wyoming Refining Co. will pay stipulated penalties totaling $3,844,000 and spend approximately $10.5 million on additional pollution control equipment and other projects to resolve the allegations. The settlement will require the Sinclair companies to reduce emissions of nitrogen oxides (NOx) by approximately 24 tons per year, sulfur dioxide (SO2) by approximately 385 tons per year, and particulate matter by approximately 59 tons per year.

DEQ reaches $5.4 million settlement agreement with Sinclair
The Wyoming Department of Environmental Quality (DEQ) has formally reached a nearly $5.4 million settlement agreement with Sinclair Wyoming Refining Company over violations related to hazardous waste management and carryover of oil and associated wastes from the refinery’s waste water system to its evaporation ponds.
 
In late April of 2010, DEQ was notified of an ongoing release of oil and associated wastes to one of refinery’s evaporation ponds. Migratory birds were impacted due to the release of oil and associated wastes.
  
According to Charles Plymale, project manager for enforcement and compliance for the Solid and Hazardous Division of DEQ, the settlement includes an $850,000 penalty payment and an additional $4,500,000 commitment from Sinclair for environmental projects to upgrade equipment and to conduct waste minimization activities at its refinery in Sinclair, Wyoming, and to provide wildlife rehabilitation training.
  
“The department continues to make every effort to minimize future violations and environmental impacts from inadequate treatment of refinery wastes and we hope this settlement gets us closer to preventing similar incidents”, said Plymale.
