Technip has been awarded by Tecnicas Reunidas a significant(1) contract to supply three hydrogen reformers as part of the hydrogen production facility at PETRONAS’ Refinery and Petrochemical Integrated Development (RAPID) project located in the state of Johor, Malaysia.

As the heart of the hydrogen plant, the reformers will produce 344,500 Nm3/h(2) of hydrogen and syngas products. It will supply high quality export steam to the refinery steam network. The supply of the reformers is based on Technip’s proprietary top-fired steam methane reforming technology. The reformers are expected to come on-stream in 2018.

RAPID is PETRONAS’ largest green-field downstream undertaking in Malaysia, and along with its six major associated facilities, forms the Pengerang Integrated Complex (PIC). The associated facilities are the Pengerang Co-generation Plant, LNG Re-gasification Terminal, Air Separation Unit, Raw Water Supply project, the Liquid Bulk Terminal and the Central and Shared Utilities and Facilities.

Early involvement represents a strategic focus for Technip. Prior to the supply of the hydrogen reformers, Technip was involved in the front-end engineering design for the RAPID project.

The reformer project will be executed by Technip’s office in Zoetermeer, the Netherlands, a center of excellence for hydrogen and syngas technology. With more than 260 hydrogen production units licensed worldwide, Technip has been consistently recognized as the market leader in this technological field.

Stan Knez, President, Technip Stone & Webster Process Technology, commented: "We are delighted that our proprietary steam methane reforming technology has been selected for this PETRONAS RAPID site, which will be one of the largest hydrogen and syngas production facilities in the Asia Pacific region.”

Technip awarded contract to supply hydrogen reformers for PETRONAS’ RAPID project in Malaysia

Related News

Looking for information on the Refining sector?

Global Oil Refineries

Global Oil Refinery Projects

Introduction to Refining

A Glossary of Petroleum Refining Terms

by abarrelfull

ABB wins contract worth more than $50 million for one of the world’s first floating LNG facilities

ABB, the leading power and automation technology group, has won a contract worth more than $50 million to supply the electrical system for one of the world’s first commercial floating liquefied natural gas (FLNG) facilities, and the second to be owned by Malaysian oil and gas company PETRONAS. It will be called “PFLNG2”.
The contract was awarded in the fourth quarter of 2014 by Japanese engineering contractor JGC Corporation. JGC is part of a consortium that is building the facility for PETRONAS, along with Samsung Heavy Industries of Korea.

Under the terms of the contract, ABB will support the optimization of the facility’s electrical side by designing, manufacturing and supplying transformers, switchboards, motor-control centers and power management system. In addition, ABB will also manage the installation of the equipment and ensure the electrical supply is integrated with systems it is powering.

“ABB is delighted to be selected by JGC for this pioneering project,” said Peter Terwiesch, President of ABB’s Process Automation Division. “FLNG is a market with great potential and we are well placed to deliver to it with our vast experience in floating production, our extensive manufacturing base and innovative solutions in offshore oil and gas. Our fully engineered electrical system solution incorporates the latest technologies adapted to the offshore environment; it is a safe solution that ensures reliable electricity throughout the plant for the PFLNG2 to meet its demanding performance requirements,” he added.

FLNGs have long been considered an attractive concept, and a recent report by Douglas-Westwood estimated the market to be worth $64 billion between now and 2020. The agility of FLNGs allows oil and gas companies to exploit fields that would otherwise be uneconomical, and their environmental impact is minimal compared with conventional production platforms and pipelines.

The PFLNG2 will be built at Samsung Heavy Industries’ yard in Geoje, Korea in 2015. When operations start in 2018, the facility will be moored over the deepwater Rotan gas field located off the Malaysian coast. It is designed to produce 1.5 million tons of LNG annually for at least 20 years before it requires a dry dock.

FLNG plants resemble container ships, but are fitted with all necessary equipment to receive, liquefy and store natural gas extracted from offshore fields. The FLNG plant transfers LNG at sea to carriers that deliver it directly to the markets.

The machinery and controls supplied by ABB for PFLNG2 will be accommodated in two electrical houses, or e-houses, that stretch as high as a five-storey building. These prefabricated steel substations designed by ABB ensure the equipment remains safe from the corrosive marine environment as well as hazardous gas and provide a safe environment for the operation crew.
One particular challenge when designing systems for FLNG facilities is to make them compact enough to fit in a confined area. Floating facilities must include every process element of an onshore plant, including the means to generate the power necessary to compress the gas within limited space while still meeting demanding performance targets.

JGC Corporation announced today that, as a part of a consortium with JGC Group company, JGC Malaysia, it has been awarded a contract by PETRONAS LNG 9 Sdn. Bhd.(PL9SB), a wholly-owned subsidiary of PETRONAS. PETRONAS is Malaysia’s fully integrated oil and gas company.

This engineering, procurement, construction and commissioning (EPCC) contract award is part of the expansion of the PETRONAS’ LNG Complex (PLC) in Bintulu, Sarawak, Malaysia. The contract, valued at approximately 60 billion yen, calls for the EPCC work associated with expansion of LNG storage and shipping facilities at the PLC. The PLC is one of the world’s largest LNG production facilities and currently has eight production trains with a combined capacity of 25.7 million tonnes per annum (MPTA).

The contract received by JGC calls for EPCC work associated with construction of the piping and associated facilities connecting the existing six LNG storage tanks and the seventh new LNG storage tank with the shipping facilities. This includes the piping connecting the LNG rundown lines from the existing LNG trains with the LNG rundown line from the ninth LNG train currently under construction.

JGC has constructed all existing eight trains at PLC since the 1980’s, and is currently executing the EPCC work on the ninth train. Since the completion of the first LNG train at PLC, JGC has also continued to work on rejuvenation, expansion and revamping projects at the PLC.

This project will help stabilize Malaysia’s capacity to export LNG which will in turn help to support the country’s continuing economic growth. The project will also be important in helping Japan’s energy security, as they currently rely on Malaysia for more than 15% of its total LNG imports.

JGC is committed in ensuring the success of this project and the other projects that we are currently conducting at PLC, including the construction of the ninth LNG train, as well as rejuvenation of the fourth, fifth and sixth LNG trains.

JGC has been responsible for the construction of LNG plants worldwide accounting for about one third of the global LNG production capacity. Demand for expansion and renovation projects in live operating plants is expected to grow worldwide. In the field of such projects, even higher level of construction safety management is required as the key for successful project completion. As a top contractor in Health, Safety and Environment (HSE), as well in the field of LNG plants, JGC will continue to firmly develop its business activities in the field of expansion and renovation projects in live operating plants.

JGC Wins EPCC Contract for LNG Complex Expansion Project in Malaysia

Related News

Looking for information on the LNG sector?

Global LNG Terminals

Construction And Engineering Companies LNG References

A Glossary Of LNG Terms

by abarrelfull

PETRONAS announced today that the Government of British Columbia and Pacific NorthWest LNG have brought resolution to key provincial policy matters that provide added certainty required for advancing development of the proposed liquefied natural gas (LNG) facility in Port Edward, British Columbia.

“I wish to extend my appreciation to the Government of British Columbia for its leadership towards achieving this key milestone,” said Tan Sri Shamsul Azhar Abbas, President and Group Chief Executive Officer of PETRONAS. “Premier Clark and Minister Coleman have been resolute in their commitment to bring a nascent LNG industry in British Columbia to fruition.”

In recent months, British Columbia met its commitment to put in place a competitive LNG Income Tax, details for offsetting greenhouse gas emissions, plus new agreements with First Nations, including recent legislation with the Nisga’a Nation so that its people can benefit if Pacific NorthWest LNG moves ahead.

“British Columbia is on schedule to build a liquefied natural gas industry and secure new economic growth,” said British Columbia Premier Christy Clark. “I am pleased we have furthered our prospects to supply clean natural gas to international markets by reaching another milestone with Pacific NorthWest LNG.”

PETRONAS and its partners in the Pacific NorthWest LNG project continue to review the economic viability of the project which, in a time of declining oil prices, presents challenges.

Consequently, PETRONAS and its partners have decided to defer the project’s $36 billion Final Investment Decision (FID) pending further clarity on substantive items of importance to ensure that critical project components align with economic viability of the Project and competition from other LNG producing countries. Costs associated with the pipeline and LNG facility remain challenging and must be reduced further before a positive FID can be undertaken. At the same time, Pacific NorthWest LNG will continue work to secure necessary regulatory and other approvals from the Government of Canada.

“PETRONAS hopes that all outstanding factors can be resolved as soon as possible to enable the Final Investment Decision to be made within the identified LNG supply and demand window. This is vital in light of the current intense market environment and for Pacific NorthWest LNG not to lose out on long term contracts to competitive United States LNG projects,” concluded Tan Sri Shamsul Azhar Abbas.

PETRONAS, through its upstream unconventional company, Progress Energy Canada Ltd. and its partners, will continue to invest in its natural gas development in British Columbia at a measured pace until such time as a positive FID is made. The Pacific NorthWest LNG project, if developed will position Canadian LNG on the world map of LNG suppliers.

“Pacific NorthWest LNG represents a tremendous opportunity to lead our province into a new energy future,” said Deputy Premier and Minister of Natural Gas Development Rich Coleman. “We have put the foundation in place, including a competitive fiscal framework and skills training plan, to ensure Pacific NorthWest LNG has the assurance it needs to move forward with a final investment decision in our province.”

PETRONAS statement regarding LNG development in British Columbia

Related News

Looking for information on the LNG sector?

Global LNG Terminals

Construction And Engineering Companies LNG References

A Glossary Of LNG Terms

by abarrelfull

The total estimated project cost of the Pengerang LNG Project is approximately RM2.7 billion.

Pengerang LNG (Two) Sdn Bhd (“PLNG-2”), a special purpose vehicle which is currently wholly owned by DIALOG LNG, will undertake the Pengerang LNG Project. PLNG-2 will be restructured whereby PGB will acquire 65% in PLNG-2 with Dialog LNG to hold 25% and the State Secretary, Johor (Incorporated) (“SSI, Johor”) to hold the remaining 10%.

The Pengerang LNG Project is part of another development phase of the Pengerang Terminal at Pengerang, State of Johor where DIALOG, through its other wholly owned subsidiary, Dialog Pengerang Sdn Bhd has been granted the land rights and development rights by the State Government of Johor Darul Takzim and SSI, Johor under a Development Cum Joint Venture Agreement dated 13 May 2011. The Pengerang LNG Project will be developed on reclaimed land located within the Pengerang Terminal where the land reclamation for the Pengerang LNG Project has been completed by DIALOG.

The Pengerang Terminal is being developed on contiguous onshore and seabed land located between Tanjung Ayam and Tanjung Kapal, Pengerang, State of Johor, with deepwater jetty facility with water depth of up to 24 meters capable of handling Very Large Crude Carriers. Upon completion, the Pengerang Terminal will be able to handle the bulk breaking and bulk-building activities for crude oil, petroleum products and LNG. The Pengerang Terminal has the potential to become a regional oil and gas hub owing to its strategic location close to one of the busiest international shipping lanes and close proximity to Singapore.

Phase 1 of the Pengerang Terminal which is owned by Pengerang Independent Terminals Sdn Bhd, a joint venture between DIALOG (46%), Koninklijke Vopak N.V. (44%) and SSI, Johor (10%), had commenced operations in Q2 2014. Phase 1 involves the construction of an initial storage capacity of approximately 1.3 million cubic metres (m³) together with six deepwater berths at a cost of RM2.0 billion with the capability to handle the storage, blending and distribution of crude oil, petroleum, chemical and petrochemical feedstock, products and by-products.

DIALOG-Shareholders Agreement between Dialog LNG & PGB

Related News

Looking for information on the LNG sector?

Global LNG Terminals

Construction And Engineering Companies LNG References

A Glossary Of LNG Terms

by abarrelfull

PETRONAS’ Datuk Wan Zulkiflee Wan Ariffin, Chief Operating Officer and Executive Vice President & CEO Downstream, said, “Our acquisition of Phillips 66’s interest in MRC will enable us to realise greater synergy between our refineries in Melaka and it will also strengthen our presence in the refining and trading businesses.”

Bechtel Puts LNG Tanks to the Test on Curtis Island Projects

Bechtel has successfully hydro tested two additional liquefied natural gas (LNG) storage tanks built on Curtis Island in Queensland. The tests confirm that the tanks built for the Australia Pacific LNG and Santos GLNG plants are ready to store LNG and follow the successful test of a tank at the Queensland Curtis LNG project earlier this year. Bechtel is the engineering, procurement, and construction contractor for the plants, being built simultaneously side-by-side.

“The LNG tanks are not only one of the most visible and complex parts of these plants, they are also among the most critical components to ensure long-term production success for our customers,” said Bechtel LNG General Manager Alasdair Cathcart. “Verifying the safety and integrity of the tanks is just one of the many steps we take in our disciplined approach to delivering our customers world-class quality projects.”

Hydro testing takes between two and four weeks to complete. Water is pumped into each of the tanks and held for 24 hours while various tests are carried out. Once testing is complete, it takes about five days to empty the tanks. Hydro testing verifies that each tank can hold its design capacity of LNG at -260 degrees Fahrenheit (-161o Celsius). Each of the QCLNG and GLNG tanks is capable of holding more than 140,000 cubic meters of LNG with Australia Pacific LNG’s tanks each holding 160,000 cubic meters.

In addition to the work on Curtis Island, Bechtel is the principal downstream contractor for the Chevron-operated Wheatstone Project in Western Australia. Bechtel also constructed the LNG facility, in Darwin, in 2005. A global leader in the LNG industry, Bechtel is responsible for about half the LNG liquefaction capacity under construction.

Bechtel Puts LNG Tanks to the Test on Curtis Island Projects

Related News

Looking for information on the LNG sector?

Global LNG Terminals

Construction And Engineering Companies LNG References

A Glossary Of LNG Terms

by abarrelfull

Bechtel has successfully delivered and installed all of the modules for the first liquefied natural gas production train at the GLNG facility on Curtis Island in Queensland. The successful installation marks a major milestone in the construction of the plant, which will consist of two production trains.

“Milestones such as this demonstrate the expertise and dedication of everyone involved in the project,” said Alasdair Cathcart, general manager of Bechtel’s LNG business. “With the modules now in place, work is underway to connect the individual parts of the production train in advance of testing them as part of the overall system. We are pleased with the progress and will continue to work with our customer to successfully deliver the facility.”

Train 1 is made up of 82 modules that were built at a Bechtel-managed module yard facility in the Philippines and transported to Curtis Island over a 19-month period. Modules for Train 2 are being constructed at the same facility and shipped to the island. The final modules for the second train are scheduled to be delivered and installed later this year.

Bechtel is the engineering, procurement, and construction contractor building three LNG facilities on Curtis Island. GLNG, Queensland Curtis LNG, and Australia Pacific LNG are all being built simultaneously, side-by-side, making these projects the largest concentration of Bechtel work anywhere in the world. In addition, the company is the principal contractor for the Chevron Wheatstone LNG project in Western Australia and constructed Australia’s first LNG facility, at Darwin, in 2005. A global leader in the LNG industry, Bechtel is responsible for about half of LNG liquefaction capacity under construction.

Bechtel Completes Installation of Modules for LNG Train at Australian Facility

by abarrelfull

Air Products (NYSE: APD), the global leader in liquefied natural gas (LNG) technology and equipment, announced today the signing of an agreement with JGC Corporation to provide its proprietary LNG technology, equipment and process license for PETRONAS’ second floating LNG project (PFLNG 2) to be located off the coast of Malaysia.

Air Products’ equipment and technology will be vital in the production of 1.5 million tons per year of LNG, targeted for onstream in 2018, for project owner Petroliam Nasional Berhad (PETRONAS), the national oil and gas company of Malaysia. Air Products’ LNG technology has been selected for all three off-shore FLNG projects announced and in construction around the world to date.

“In our LNG history as a company we have always tried to stay ahead of trends in the market and we are pleased that we have been selected for PETRONAS’ second FLNG project, as well as the other two global off-shore LNG projects thus far that have been announced.

The PFLNG 2 project, much like PETRONAS’ first floating LNG (PFLNG 1) project, is an important one in the effort to monetize significant off-shore natural gas reserves that would otherwise be unreachable. We are pleased our technology was again selected as the solution to this effort,” said Bill Kennington, major account manager - LNG with Air Products.

“In a project of this complexity, I trust that we have the best expertise from around the world to think of innovative solutions and game changing ideas to harness the best of engineering, design, and manufacturing equipment to ensure safety, quality, as well as a technically and commercially viable project,” said Datuk Abdullah Karim, vice president and venture director of LNG Projects - Domestic, PETRONAS.

PFLNG 2, which will be drawing natural gas from the Rotan Field in the South China Sea, offshore Sabah, Malaysia, will use Air Products’ AP-NTM LNG Process and Equipment. Air Products will manufacture this proprietary equipment including coil wound heat exchangers and compressor-expanders at facilities in the United States, and the economizer cold boxes in Tanjung Langsat, Malaysia. The proprietary equipment will be shipped from the Air Products manufacturing facilities for assembly into modules and then installed on the PFLNG 2 vessel.

The AP-NTM LNG process is the most efficient of all nitrogen recycle LNG processes in the industry, and is ideally suited for small scale FLNG applications. It is the same technology that was selected for the earlier announced PETRONAS PFLNG 1 Project, which is currently under construction in South Korea. The use of the AP-NTM LNG Process and Equipment for FLNG builds on the successful implementation of the nitrogen recycle section of Air Products’ AP-X® LNG Process and Equipment, which have been operating reliably for nearly five years in Qatar. The AP-NTM LNG Process and Equipment can be configured in an all-nitrogen recycle process for a single train at a nominal 1.5 million tons per annum, or it can be boosted in capacity with the addition of pre-cooling.

Air Products has a long relationship with PETRONAS. Beyond the PFLNG 1 project, Air Products has also supplied LNG technology and equipment to PETRONAS’ land-based Bintulu, Malaysia LNG facility for multiple LNG trains, with the first train becoming operational in 1983. “With two FLNG projects underway, PETRONAS is showing itself to be a leader in what is a state-of-the-art method for off-shore natural gas liquefaction. We have an existing working relationship with PETRONAS dating back over three decades and are pleased to be continually building our ties with PETRONAS in support of these very exciting projects and market developments,” said Jim Solomon, director – LNG with Air Products.

In addition to the two PETRONAS FLNG projects, Air Products’ coil wound heat exchangers were selected for Shell’s Prelude floating LNG project under construction and slated for the Browse Basin off the northwest coast of Western Australia.

A majority of the total worldwide LNG is produced with Air Products’ technology. Air Products has now designed, manufactured, and exported more than 100 coil wound heat exchangers for LNG projects around the globe over the last four decades. In January 2014 Air Products dedicated a second United States LNG manufacturing facility in Port Manatee, Florida. The new facility, when combined with the existing Wilkes-Barre, Pennsylvania LNG manufacturing facility, doubles the company’s manufacturing capacity for its proprietary and world-leading technology to both meet increasing customer demand, and specifically for the manufacture of larger LNG heat exchangers.

Air Products’ LNG technology is vital in helping meet the world’s increasing energy needs and desire for clean energy and is operating in 15 countries around the globe, processing and cryogenically liquefying valuable natural gas for consumer and industrial use. Air Products’ LNG process technology and equipment is the heart of an LNG production plant. The technology, in place at some of the most remote locations around the world, takes natural gas that is essentially a stranded valuable resource and unlocks it by liquefying it and making it possible to economically ship it around the world. The LNG is eventually re-gasified for energy use.

In support of the LNG industry, Air Products provides process technology and key equipment for the natural gas liquefaction process for large export plants, small and mid-sized LNG plants, floating LNG plants and LNG peak shavers. Upstream, Air Products provides both nitrogen and natural gas dehydration membrane systems for offshore platforms. Downstream, Air Products provides dry inert gas generators for LNG carriers, shipboard membrane nitrogen systems, and land-based membrane and cryogenic nitrogen systems for LNG import terminals and base-load LNG plants.

Air Products’ LNG Expertise Selected for Second Malaysia PETRONAS FLNG Project

by abarrelfull

The PETRONAS Board of Directors has approved the Final Investment Decision (FID) for the development of the Pengerang Integrated Complex (PIC) in Southern Johor, Malaysia.

The FID, approved today, marks a significant milestone in the progress of the proposed PIC, which comprises a world scale Refinery and Petrochemical Integrated Development (RAPID) and other associated facilities. RAPID is estimated to cost about US$16 billion while the associated facilities will involve an investment of about US$11 billion.

PETRONAS’ President & Group CEO Tan Sri Dato' Shamsul Azhar Abbas said: “The FID is a critical stage gate in our decision making process. PETRONAS undertook a rigorous review of the project, including independent third party assessments to ensure it meets our criteria for long-term profitable and sustainable growth. This decision is in line with our commitment to capital discipline, and with the Board’s approval we look forward to progressing the development of the project as planned.”

“We will continue to work closely with the Federal and Johor State governments to ensure the project’s smooth implementation. In a relatively condensed period of time, we have accomplished a lot of work in establishing an excellent base to move forward with confidence to implement our plans.”

Subsequent to PETRONAS’ decision, the partners’ respective FIDs will be announced in due course upon the approval of their respective boards.

The PIC is scheduled to commence construction upon the full hand-over of the project site to PETRONAS by the State Government. Based on the current progress, the project is poised for its refinery start-up by early 2019. The project will further strengthen PETRONAS’ position as a key player in the Asian chemicals market, focusing on key growth areas of differentiated and specialty chemicals and capturing the growing automotive, pharmaceutical and consumer products sectors. Domestically, the PIC will contribute towards meeting the growing demands for petroleum products and Euro 4M and Euro 5 specification fuels.

Developed within a 6,242-acre site, the PIC will consist of a 300,000 bpd refinery and a petrochemical complex with a combined capacity of producing 7.7 mtpa of various grades of products including differentiated and specialty chemicals products such as synthetic rubbers and high grade polymers. The project will also see the development of a host of associated facilities i.e. the raw water supply facility, power co-generation plant, LNG regasification terminal and other ancillary facilities.

At the peak of its construction, the PIC Project is expected to have a workforce of about 70,000 people with varying skills and disciplines. In its operational stage, the PIC will require over 4,000 employees.

The PIC is part of the larger Pengerang Integrated Petroleum Complex (PIPC) proposed and promoted by the Johor State Government. With its strategic location along one of the world’s busiest shipping lanes and its proximity to international trading hub, the PIPC is well positioned to be the next regional downstream oil and gas industrial hub.

Petronas Reaches Final Investment Decision For Pengerang Integrated Complex

Related News

Looking for information on the Refining sector?

Global Oil Refineries

Global Oil Refinery Projects

Introduction to Refining

A Glossary of Petroleum Refining Terms

by abarrelfull
